- The surveyor should belong to a deserving and poor family.
- The applicant should be eligible for the Benazir Income Support Program or Ehsaas Kafalat Program.
- Your poverty score should be less than 32 PMT.

- If the applicant has a bank account, it should not contain more than Rs 300,000.
- The applicant should be a widow, divorced, disabled person or a minority.
- The applicant should not have any permanent source of income.
- The applicant should not be on the defaulter list of the State Bank of Pakistan.
